The Right Treatment for Every Street: Covenant Hills Pavement Rehabilitation

Successfully managing a community’s pavement infrastructure requires more than applying the same treatment to every street. Different pavement conditions require different solutions—and selecting the right strategy for each location is essential to extending service life and making effective use of available maintenance funds.

GMU recently completed pavement engineering services for a comprehensive rehabilitation and preservation project within Covenant Hills, a gated neighborhood in Ladera Ranch, California, managed by FirstService Residential.




The project combined four pavement treatment strategies: full-depth reclamation with cement-stabilized pulverized base, mill & overlay, slurry seal, and seal coat. Each treatment was selected based on the condition and structural needs of the individual streets.


A Condition-Based Pavement Strategy

Some streets within a community may exhibit significant structural deterioration, while others remain fundamentally sound and need only preventive maintenance. Treating both conditions in the same way can result in unnecessary costs—or repairs that fail to address the underlying problem.

GMU’s pavement evaluation and design recommendations helped establish a targeted program that addressed both immediate rehabilitation needs and long-term pavement preservation.


Full-Depth Reclamation with Cement-Stabilized Pulverized Base

Full-depth reclamation with cement-stabilized pulverized base, commonly referred to as FDR-CSPB, was used in areas requiring substantial structural rehabilitation.

During this process, the existing asphalt pavement and underlying base materials are pulverized, blended with cement, and recompacted to create a strengthened and stabilized base for the new pavement section.

By rebuilding the roadway from the underlying base upward, FDR-CSPB addresses conditions that cannot be corrected through surface treatments alone.

Mill & Overlay

Mill & overlay was implemented on streets where pavement deterioration required removal and replacement of the asphalt surface but did not require complete reconstruction of the underlying pavement section.

The process removes the deteriorated upper layer of asphalt through milling and replaces it with a new asphalt surface. This restores ride quality, corrects surface deficiencies, and provides a renewed pavement wearing course.



Slurry Seal

Slurry seal was applied to streets that remained structurally serviceable but needed protection from continued surface deterioration.

This preservation treatment combines asphalt emulsion, aggregate, water, and additives to form a new protective wearing surface. Applied at the appropriate point in a pavement’s life cycle, slurry seal can help seal minor surface defects, improve appearance, and slow weather-related deterioration.



Seal Coat

Seal coat provided another preventive maintenance option for streets that were still in relatively good condition.


The treatment creates a protective surface that helps reduce the effects of oxidation, moisture intrusion, and everyday exposure. Preserving these streets before significant distress develops can postpone the need for more disruptive and costly rehabilitation.


Matching the Solution to the Need

The Covenant Hills project demonstrates the value of a condition-based pavement management strategy.


Rather than prescribing one treatment throughout the community, the project matched the appropriate solution to the needs of each street:

  • FDR-CSPB rebuilt structurally distressed pavement.

  • Mill & overlay renewed deteriorated asphalt surfaces.

  • Slurry seal preserved serviceable streets showing early surface distress.

  • Seal coat protected pavement that remained in relatively good condition.

This combination allowed rehabilitation funds to be directed toward streets needing structural improvement while preserving other streets before more costly repairs became necessary.
